Component 1: Roots of Resilience – Policy, Legal, and Regulatory Framework

This component aims to strengthen the legal, institutional, and coordination frameworks necessary for the effective management of ecosystem services. to promote climate-resilient landscapes.

 

  • Sub-component 1a:: Strengthening watershed management institutions, water resources, and watershed governance;
    1. Strengthen policy, regulatory, and institutional frameworks
    2. Development of integrated management plans for the5 project areas, and Ecosystem management plans (participatory forest management plans [PFMPs], sub-catchment management plans [SCMPs], conservancies plans) and respective County Integrated Development Plans (CIDPs).
    3. Develop Community Grants Manual for community-level grants that will support community-led sub-projects.
 

  • Sub-component 1b:: Development and Implementation of Integrated Watershed and Landscape Restoration Monitoring System;
    1. Development of integrated monitoring and data-sharing frameworks to support the collection, analysis, and exchange of watershed data and establishment of an Integrated Watershed Monitoring System
    2. Investment in ICT and monitoring infrastructure,
    3. Knowledge management and capacity building through targeted training for project staff, county focal points, Community Interest Groups (CIGs), and technical skill development for Farmer Field School (FFS) facilitators.
 

  • Sub-component 1c:: Sustainable financing mechanisms and investments for watershed and landscapes management;
    1. Establishment and implementation of sustainable financing mechanisms to incentivize and scale up community-based restoration activities. i.e Payment for Ecosystem Services (PES),
    2. Develop a sustainable financing plan to ensure the effective and long-term implementation of integrated restoration management plans at the project site.
